COUNCIL GREENLIGHTS EU ASSOCIATION AGREEMENT WITH ANDORRA AND SAN MARINO

On 16 July 2026, the Council has approved the signing of the Association Agreement between the EU, Andorra, and San Marino, marking a major step towards the two microstates’ gradual integration into the EU Single Market. The Agreement establishes a framework for the dynamic alignment of relevant EU legislation and is intended to replace the current sectoral approach with a more comprehensive and homogeneous legal framework, while ensuring equal conditions of competition and legal certainty.

The Agreement will eventually replace the existing, static Customs Union arrangements with a broader institutional framework incorporating customs-related EU acquis through continuous dynamic alignment. While little immediate operational changes are expected for customs procedures or formalities, the new framework should provide greater legal certainty, facilitate the future incorporation of EU customs legislation, and further reduce regulatory barriers to trade over time.
