COUNCIL ENDORSES REVISED EUROVIGNETTE DIRECTIVE
On 15 July 2026, the Deputy Permanent Representatives (Coreper I) of EU Member States unanimously endorsed the provisional agreement on the revision of the Eurovignette Directive, that had previously been reached in trilogue on 30 June 2026 (CLECAT Newsletter 2026/23 refers).
Under the agreement, Member States may grant toll reductions of up to 75% for low-emission heavy duty vehicles (HDVs) until 30 June 2031, after which the maximum reduction will decrease to 50%. The proposed possibility to introduce reduced toll rates for vehicles towing environmentally friendly trailers has been postponed. Instead, the European Commission will assess available technologies and their emission reduction potential by 30 June 2029, after which it may submit a new legislative proposal. The provisional agreement still requires formal approval by the European Parliament.
