CONGESTION SURCHARGES PUT FORWARDERS UNDER PRESSURE

Congestion has become a persistent challenge in Europe’s major seaports, creating uncertainty, additional costs, and operational strain across the logistics chain. Recent debates in Antwerp and Rotterdam illustrate both the pressures on daily operations and the diverging views on whether enough is being done to tackle the problem.

In Antwerp, freight forwarders are under heavy pressure following the introduction of congestion surcharges. Nieuwsblad Transport reported on an interview with FORWARD Belgium Director Olivier Schoenmaeckers who underlined that, while acknowledging the challenges faced by transport operators, the additional costs inevitably affect every stakeholder in the supply chain. Forwarders are forced to constantly reschedule shipments and, where possible, pass on surcharges to clients, a challenge made more complex by fixed contracts and difficult negotiations. He added that congestion is unlikely to disappear in the coming years. “There is no simple solution. More use of night openings, better communication between parties, and more visibility in the chain are pieces of the puzzle,” he said. Schoenmaeckers also warned of the mental toll the situation is taking: “I hear from companies and employees that they no longer enjoy working in this way. The workload is very high due to last-minute changes and congestion problems. That is why it is important that we do not fall into the trap of blaming only transport operators, forwarders, terminals, or shipping lines. Everyone carries responsibility.”

The situation is not limited to Antwerp. Congestion challenges and related cost pressures are also visible in Rotterdam. There are ongoing discussions to further promote night operations, data sharing, including the NextLogic planning system. It is also hoped that terminal expansions, a new rail yard, and 1,200 additional truck parking spaces will support the situation.
