COMMISSION SEEKS STAKEHOLDER INPUT ON FUTURE TRADE MEASURE FOR STEEL SECTOR
The European Commission has launched a Call for Evidence on a potential trade measure to address the negative trade-related effects of global excess capacity in the steel sector. The initiative, opened on 18 July 2025, seeks input from stakeholders across the EU steel value chain on a new instrument that could replace the current safeguard regime, which is due to expire at the end of June 2026.
The Commission notes that persistent global overcapacity in steel production continues to pose a serious risk to the competitiveness of EU steel producers, distorting global markets and placing unfair pressure on EU-based operators. The objective of the future initiative is to ensure the long-term viability of the EU steel industry by introducing a more effective and WTO-compatible mechanism, capable of responding to sustained structural imbalances.
Stakeholders are invited to share evidence and views on the possible form, scope and impact of such a trade measure. The Commission is particularly interested in feedback that can support a well-calibrated and proportionate policy response. This includes reflections on how to safeguard EU interests while ensuring compliance with international obligations. The consultation is open until 18 August 2025.
The Call for Evidence will inform the preparation of a legislative proposal, expected in the third quarter of this year. CLECAT encourages all relevant operators involved in the steel supply chain to consider contributing to the consultation, particularly those whose activities may be impacted by potential changes to current import regimes or market access conditions.
