COMMISSION PUBLISHES SIMPLIFICATION PACKAGE FOR EU DEFORESTATION REGULATION
The European Commission has published a simplification package for the EU Deforestation Regulation (EUDR), comprising four distinct elements aimed at reducing the compliance burden on operators and traders.
Updated guidance and a fifth iteration of the FAQs clarify obligations for downstream operators, the simplified regime for micro and small primary operators, composite products, and e-commerce. The updated documentation also confirms that due diligence statements may be submitted on an annual basis rather than per shipment, a significant practical relief for operators handling frequent consignments.
A draft Delegated Act on product scope proposes amendments to Annex I of the Regulation, including the addition of soluble coffee and certain palm oil derivatives, and the removal of leather and rethreaded tyres. Further exemptions are proposed for samples, packing materials, used and second-hand products, and waste. The draft Delegated Act is open for public feedback via the Commission's Have your Say platform until 1 June 2026. Members wishing to submit feedback are encouraged to do so directly through that channel.
A Report to the European Parliament and the Council estimates that the cumulative simplification measures will reduce annual compliance costs by approximately 75% compared to the original Regulation. The report also sets out planned trade facilitation tools, including repositories of producing-country legislation and third-party certification schemes. Finally, a draft Implementing Act updating the EUDR Information System has been submitted to Member States for consideration.
The EUDR applies from 30 December 2026 for large and medium companies and timber-sector micro and small enterprises, and from 30 June 2027 for other micro and small enterprises. CLECAT will continue to monitor developments and engage with the Commission on implementation matters.
