CLECAT WELCOMES THE NEW GUIDELINES FOR THE TRANS-EUROPEAN TRANSPORT NETWORK (TEN-T)

CLECAT welcomes the Commission proposal setting out the new guidelines for the Trans-European Transport Network (TEN-T). The proposal, forming part of the ‘efficient and green mobility package’, which was published on 14 December, supports the transition to cleaner, greener, and smarter mobility, in line with the objectives of the European Green Deal.  The package includes four proposals that will modernise the EU’s transport system. By increasing connectivity and shifting more passengers and freight to rail and inland waterways, by supporting the roll-out of charging points, alternative refuelling infrastructure, and new digital technologies, by placing a stronger focus on sustainable urban mobility, and by making it easier to choose different transport options in an efficient multimodal transport system, the proposals 'will put the transport sector on track to cutting its emissions by 90%.'

CLECAT particularly welcomes the alignment of the Rail Freight and TEN-T Corridors. We also support the creation of European Transport Corridors (ETCs) through the integration of Core Network Corridors (CNCs) and Rail Freight Corridors (RFCs). In addition, the proposed revision of the TEN-T Guidelines strengthens infrastructure development for rail freight, including new and clarified infrastructure requirements (P400 loading gauge, 740 m train length), an additional deployment deadline (2040) for all lines part of the European Transport Corridors, to name just a few examples. Also, while ensuring the stability of the current network, the proposal succeeds in adding some important missing connections and nodes to the network. As such, all maritime links in the dimension of the European Maritime Space (former Motorways of the Sea) are included.

CLECAT fully supports the new focus on the resilience of the network to ensure the infrastructure is future-proof in view of increasing cybersecurity needs.  The roll-out of charging points, alternative refuelling infrastructure, safe and secure parking areas are key priorities for CLECAT and this is well reflected in the proposals.

CLECAT will be reviewing the proposals in more detail in the coming weeks, but at first reading, the proposal on the TEN-T guidelines are sound for future work with the institutions.
