CLECAT PARTICIPATES IN ELECTRONIC CUSTOMS COORDINATION GROUP

CLECAT participated in the 109th Electronic Customs Coordination Group (ECCG), held jointly with the Trade Contact Group (TCG) on 18 June 2026. The meeting provided updates on a wide range of customs digitalisation initiatives, including the 2025 e-Customs Annual Progress Report, ICS2 implementation, NCTS developments, Proof of Union Status (PoUS), Smart Borders, REX, CBAM developments with EFTA countries, and the CCI project.

Particular attention was given to e-commerce reforms. TCG members received detailed information on the technical implementation of the temporary EUR 3 customs duty for low-value consignments, which will enter into application on 1 July 2026. The Commission presented the related customs procedures, TARIC integration, reporting arrangements and implementation timeline for Member States.

The Commission also provided a first update on the ongoing development of the EU Customs Data Hub (EUDH), including the launch of the procurement process, planned implementation phases and the initial vision for future customs processes. Trade representatives welcomed the Commission’s stated willingness to engage stakeholders and stressed the importance of involving the trade community at an early stage of the project.

During the discussions, TCG members collectively called on the Commission to ensure timely and meaningful stakeholder involvement, both in the development of the EU Customs Data Hub and in the ongoing work on the UCC Delegated and Implementing Acts. While the Commission confirmed that future consultations are envisaged, trade representatives emphasised that effective implementation of major customs reforms requires dialogue to take place sufficiently early, allowing operational expertise from economic operators to contribute before key design decisions are finalised.

CLECAT will continue to advocate for transparent and practical consultation processes that support workable and harmonised customs solutions across the EU.
