CLECAT WELCOMES FIT FOR 55 PACKAGE: TIME TO DELIVER ON EUROPE’S GREEN DEAL AMBITIONS

CLECAT has welcomed the package of energy and climate laws tabled by the European Commission on Wednesday 14 July, aimed at reaching the EU’s 2030 goal of cutting emissions by 55%. Many of the legislative proposals will accelerate the green transition of the transport and logistics sector in Europe. The success of the decarbonisation of the sector will depend on proper enforcement and sufficient investment incentives for the transport and logistics sector.

ECTA RESPONSE TO FIT FOR 55: MORE IS NEEDED TO ENSURE THE TRANSITION TO ZERO-EMISSION ROAD FREIGHT

In a press release issued today, the European Clean Trucking Alliance (ECTA) welcomed many of the proposals on charging infrastructure and CO2 emissions standards for vans as long overdue steps in the right direction, but expressed concern that some measures, in particular concerning energy taxation and the capability and quality of charging and refuelling points, do not go far enough.

ADDITIONAL €242 MILLION FOR TRANSPORT INFRASTRUCTURE STUDIES

The EU is supporting 68 studies to prepare the ground for projects that shall build missing transport links and eliminate bottlenecks across the continent, enhance sustainable transport and create jobs. The €242.2 in funding from the Connecting Europe Facility (CEF) contributes to the European Commission's commitment to delivering a transport network that is environmentally performant, safe for its users and driven by smart solutions.

US FMC AND DOJ AGREE TO ENHANCE COLLABORATION ON MARITIME COMPETITION CONCERNS

The US Federal Maritime Commission (FMC) and the Antitrust Division of the US Department of Justice (DoJ) signed on 12 July a Memorandum of Understanding (MoU) to foster better cooperation on enforcement of competition issues across the container shipping industry.

BULGARIA URGED TO CORRECTLY TRANSPOSE EU RULES AT SOFIA AIRPORT

On 15 July, the European Commission decided to send a reasoned opinion to Bulgaria for failing to correctly transpose and apply Articles 6(3), and 11(6) of Directive 2009/12/EC on airport charges at Sofia Airport.

MEMBER STATES URGED TO COMPLY WITH RULES ON SINGLE EUROPEAN SKY

On 15 July, the European Commission decided to send reasoned opinions to Cyprus, France, Greece, Malta, Portugal and Slovakia for failing to provide and operate data link services for the Single European Sky for all operators of appropriately equipped aircraft flying within the airspace under their responsibility. The decision follows letters of formal notice sent on 15 May 2020, and additional letters of formal notice sent on 18 February 2021.

TRAN COMMITTEE ENDORSES EUROVIGNETTE DEAL

The European Parliament’s Transport and Tourism (TRAN) Committee adopted on 12 July the provisional agreement reached between the Parliament and the Council on the revision of the Eurovignette Directive, by 28 votes in favour to 21. CLECAT welcomes the outcome of the vote, as it will allow the transition from time-based to distance-based charging, reducing CO2 emissions.

PROPOSAL ON EU CARBON BORDER ADJUSTMENT MECHANISM

On 14 July, as part of the Fit for 55 Package, the European Commission adopted a proposal on a Carbon Border Adjustment Mechanism (CBAM), an environmental policy tool that will equalise the price of carbon between domestic products and imported goods for certain sectors. The CBAM will aim to address the risk of carbon leakage which can undermine EU’s efforts when production is moved elsewhere to avoid EU carbon pricing.

UN REVIEWS THE EU CBAM

Following the publication of the European Commission’s proposal for establishing a Carbon Border Adjustment Mechanism (CBAM), the UN Conference on Trade and Development (UNCTAD) issued a study on the potential effects of a CBAM on international trade, CO2 emissions, income and employment, with a special focus on developing and vulnerable countries.
