CLECAT MARITIME LOGISTICS INSTITUTE MEETS

Members of the CLECAT Maritime Logistics Institute met yesterday to discuss the latest developments impacting sea freight forwarders, notably the evaluation of the CBER, the policy updates on the measures related the decarbonisation of maritime transport, as well as the implementation of ICS2 Release 3 for maritime transport.

Members exchanged on the latest developments regarding the decarbonisation of maritime transport, notably the IMO revised climate strategy, and the finalisation of the Fit for 55 Package (ETS for maritime, FuelEU Maritime and AFIR…). CLECAT is closely following the implementation of these measures, notably to limit as much as possible the risk carbon leakage due to carriers’ possible evasion strategies from ETS.

Members also discussed topics that could be brought to the attention of policymakers in view of the European elections next year. Fair competition and a level-playing field between all actors of the maritime supply chain, notably between vertically integrated carriers and independent logistic service operators will be one of the calls in CLECAT’s policy recommendations. Members also took note of the expected Staff Working Document on the evaluation on the Consortia Block Exemption Regulation (CBER), which is likely to be published by the end of the month.

Finally, members received an update on the preparatory work for the implementation of ICS2 Release 3. Conformance testing has already started for all economic operators wanting to check their IT and Customs systems before the start of Release 3 on 1st July 2024. Enhanced cooperation with all actors of the maritime supply chain will be needed to ensure a smooth start of the system.
