CLECAT AIR FREIGHT AND SUPPLY CHAIN SECURITY INSTITUTES MEET
On 30 October, CLECAT's Air Freight Institute met to discuss legislative and non-legislative developments related to the EU aviation acquis, as well as aviation security, sustainability and and national developments. Discussions were held on the latest progress related to Import Control System 2.0 (ICS2) Release 2. Additionally, the CLECAT Secretariat reported on RefuelEU Aviation, indicating that the trilogue agreement reached between the Parliament and Council in April has received approval from both and will soon be published in the Official Journal of the EU.
Following the Air Freight institute meeting, the Supply Chain Security Institute engaged in discussions related to recent developments in the revision of the TEN-T Regulation in view of the challenges related to safe and secure parking areas. CLECAT hopes that the Spanish Presidency will now soon come to a general agreement. However, a “best effort approach” for safe and secure parking areas as proposed by the Council in Article 30(3), including an extension of the distance between such areas from 100 km to 150 km, is unacceptable. Mandating Member States to sufficiently address challenges related to safe and secure parking and rest areas for trucks by 2030 is crucial to guarantee immediate improvements for drivers in the road haulage industry and ensure that the provisions of the Mobility Package I are observed. Lack of commitment in this regard will impede compliance with Mobility Package I obligations. CLECAT members also received a presentation on the new CEF call concerning Safe and Security Truck Parking Areas (SSTPAs).
Members received updates on the state of play of ICS2 Release 2 and Release 3, as well as on the ongoing work of FIATA and IATA to establish standard terms and conditions for multiple filings for Release 2. Members were briefed on the ongoing preparations by the European Commission, Member States and stakeholders for Release 3 which included new extended dates of implementation. Specifically, the Commission announced that there will be three short deployment windows:
- For maritime carriers: from 3 June 2024 to 4 December 2024.
- For maritime house level filers: from 4 December 2024 to 1 April 2025.
- For road and rail: from 1 April 2025 to 1 September 2025.
