CLECAT AIR AND SECURITY INSTITUTES MEET

On 3 December, CLECAT’s Air Freight Logistics and Supply Chain Security Institutes met to discuss recent EU developments in aviation legislation, logistics security, digitalisation, and land transport.

In the morning, members of the Air Freight Logistics Institute held an exchange of views with Eddy Liégeois, Head of the Aviation Policy Unit at DG MOVE, on the European Commission’s ongoing fitness check of EU airport legislation, which includes the EU Slots Regulation and the Groundhandling Directive. Members highlighted the need to ensure that both legislation better reflect the operational realities of air cargo, in particular regarding service quality in groundhandling. It was also noted that air cargo differs fundamentally from the passenger market in being highly demand-driven and reactive to global supply chain dynamics. The Institute also received a brief update on the CLECAT–SFC webinar on IATA CO₂ Connect for Cargo, an emissions calculation tool designed to provide accurate, flight-level CO₂ data for air cargo.

In the afternoon, the Supply Chain Security Institute discussed the increasing threat of cargo-related incidents in the EU, with incidents continuing to increase. Members stressed the importance of establishing a harmonised and transparent reporting mechanism at EU level to better assess the scale of the problem and to enable authorities and policymakers to work with stakeholders on effective solutions. Members were also updated on developments in aviation security from the November meeting of the Stakeholders Advisory Group on Aviation Security (SAGAS) and on the progress of ICS2 Release 3 since its entry into force on 1 September.
