SPAIN INTRODUCES MANDATORY DIGITAL FREIGHT DOCUMENTS

Earlier this month, Spain has adopted the Sustainable Mobility Law, becoming the first EU Member State to require the use of digital freight documents for transport controls. Under the new framework, electronic control documents for national transport operations will become mandatory 10 months after the law is published in the Spanish Official State Gazette.

The measure is expected to accelerate the uptake of electronic documentation in road transport, including the eCMR. The mandatory use of electronic control documents could encourage wider adoption of other interoperable digital solutions and contribute to greater efficiency across the sector.

This development marks an important step in the digitalisation of road freight transport and may serve as a reference for other Member States considering similar measures. Digital documentation is expected to support more efficient compliance procedures, facilitate cooperation with operators in countries where eCMR and other digital systems are already widely used, and improve the overall competitiveness and sustainability of transport operations.
