Last week, Romania, Moldova and Ukraine reaffirmed their commitment to maintaining Ukraine’s access to key trade routes during a high-level meeting focused on strengthening regional transport cooperation. The countries emphasised the importance of ensuring the continued movement of Ukrainian exports and imports while enhancing coordination on transport and logistics operations in a contingency context.

A central element of the discussions was the implementation of the Danube Action Plan 2.0, developed under the European Commission’s Solidarity Lanes initiative. The plan aims to strengthen cooperation for efficient and safe navigation along the Danube River, improve communication between ports in Ukraine, Romania and Moldova, and enhance information exchange to support transport operations.

The partners also recognised the vulnerability of land routes connecting Ukraine to Danube ports and agreed to expand cooperation to land transport connections, including rail and road infrastructure. This includes increasing the capacity of road border crossing points and exploring alternative rail routes, particularly through Moldova.

Beyond contingency planning, the initiative also aims to support the development of a more integrated, secure and resilient regional transport system while facilitating the gradual integration of the Ukrainian and Moldovan transport networks into the EU transport system.
