REVISED GB-EU BORDER OPERATING MODEL

Earlier this week, the UK HMRC published an updated version of the GB-EU Border Operating Model. The document has been updated to reflect the new timetables for import controls, information regarding new systems and the procedures required.

Additionally, the HMRC has also created accompanying case studies to represent end-to-end scenarios that will happen between GB and EU, importing and exporting goods from January 2021. These show not just the journeys for standard goods, but also for journeys with additional requirements such as those using the Common Transit Convention or transporting controlled goods. They should still be used in conjunction with the Border Operating Model which contains further details, particularly for controlled goods. The UK HMRC has also produced some new step-by-step explainers to support traders and hauliers with specific parts of UK custom requirements.

In March, CLECAT welcomed the UK postponement of border controls on EU imports, while at the same time stressing the importance of using the easements and additional time to adjust to the quickly approaching new processes for moving goods between the EU and GB. As CLECAT members continue to raise concerns as to the lack of preparedness of traders for the roll-out of the Border Operating Model, CLECAT urges businesses to make all necessary preparations for the upcoming changes. In particular, as of October this year, there will be additional documentary checks and pre-notification requirements on products of animal origin and high-risk foods not of animal origin. From 1 January 2022, traders will have to declare all goods at the point of entry into GB and fill out full safety and security declarations. Certain SPS goods will be subject to physical checks at Border Control Posts as of March 2022. The little remaining time must be used to the best extent possible to master all new requirements and ensure that industry does not face greater challenges and another operational chaos.
