PUBLIC CONSULTATION ON COMBINED TRANSPORT REVISION

On 7 March, the European Commission opened the public consultation on the revision of the Combined Transport Directive, which will remain open until 5 May. The public consultation will contribute to the Commission’s work on the impact assessment for the revision of Combined Transport Directive, which aims at gathering stakeholders’ views on the barriers to the intermodal/multimodal transport are and how its uptake could be improved.

CLECAT fully supports the revision of the Combined Transport Directive, which is outdated, ambiguous and creates barriers to the effective operation of combined transport. Currently, the Directive discourages some combined transport operations and disregards other forms of multimodal transport. The upcoming review represents an opportunity to address the existing shortcomings and set the legislative preconditions to achieve the Union’s sustainability goals through a market-driven modal shift. CLECAT’s vision on how the revision of the Combined Transport Directive can be a key factor to achieve a successful market-driven modal shift can be found in the position paper from October 2021.

Additionally, the European Commission has launched a call for evidence on the initiative ‘Put in place measures to better manage and coordinate international rail traffic, including, if necessary, through revised rules for capacity allocation and infrastructure charging in rail’, contained in the Sustainable and Smart Mobility Strategy (SSMS). The call for evidence will remain open until 5 April 2022.
