MOLDOVA AND MONTENEGRO JOIN TRANSIT AND SAD AGREEMENT

The European Commission has confirmed that Moldova and Montenegro will join the Convention on a Common Transit Procedure (CTC) and the Convention on the Simplification of Formalities in Trade in Goods (SAD Convention) on 1 November 2025.

The CTC is an international agreement that enables goods to move between member countries under a single transit procedure and one electronic customs declaration, without the need for additional checks or duties at each border. It significantly reduces paperwork and delays, making cross-border trade faster and more predictable for businesses.

The Convention on the Simplification of Formalities in Trade in Goods (SAD Convention) aims to harmonise and streamline customs documentation used for the movement of goods between member countries. It introduces a single administrative document (SAD), allowing traders to use one standard form for all customs declarations, thereby simplifying procedures and reducing administrative costs.

The CTC governs how goods move under a common transit procedure, while the SAD Convention ensures that the customs paperwork used for those movements is standardised.

With Moldova and Montenegro joining these agreements, they bring together all EU Member States, the EFTA countries (Iceland, Norway, Liechtenstein and Switzerland), Türkiye, the Republic of North Macedonia, Serbia, the United Kingdom, Ukraine, and Georgia, creating an even broader customs transit area spanning most of Europe.
