EUROPEAN COMMISSION RELEASES NEW GUIDELINES FOR ANNUAL DUAL USE EXPORT CONTROLS REPORT

The European Commission has issued new Guidelines for data gathering and processing on export controls. This development follows closely yesterday's White Paper on export controls, which underscored the urgency of fully implementing the EU’s dual-use regulation. Published on 17 January 2024, the new Guidelines are pivotal in the preparation of the Commission’s annual report on dual-use export controls. The primary objective is to bolster transparency by enhancing the sharing of information about Member States’ licensing decisions in the export control domain.

Formulated in collaboration with experts from Member States, the Guidelines outline the procedures for collecting licensing data. The initiative is set to enrich the EU Annual Export Control Report with detailed data, including authorizations for dual-use exports and instances of denied transactions. Furthermore, the Guidelines are designed to facilitate dialogues and exchanges with third countries, fostering good reporting practices on a global scale. This is anticipated to support a well-informed debate about the evolution of EU export control policies, thereby playing a critical role in shaping future strategies and regulations.
