EU-UK JOINT COMMITTEE ADOPTS NEW WINDSOR FRAMEWORK ARRANGEMENTS

On 24 March, EU-UK Joint Committee adopted a decision laying down the arrangements relating to the Windsor Framework. The meeting, which took place in London, was attended by Vice-President Maroš Šefčovič and British Foreign Secretary James Cleverly. 

For reference, the political agreement reached in February comprises a set of joint solutions that aim to permanently address the practical challenges faced by citizens and businesses in Northern Ireland, providing them with certainty and predictability. 

The Joint Committee’s decision covers the arrangements for the movement of goods not at risk of entering the Single Market, the “Stormont Brake”, and VAT and excise-related solutions, including the establishment of the Enhanced Coordination Mechanism for VAT and excise. On top of that, a series of Recommendations have been published with the aim of clarifying how different aspects of the framework will work in practice.

On the same day, a Joint Declaration by Vice-President Maroš Šefčovič and Foreign Secretary James Cleverly was published, where they expressed their willingness ‘’to work together intensively and faithfully to implement all elements of the Windsor Framework’’, also stressing to use all available mechanisms to address and jointly resolve any future issues.

The decision and recommendations taken by the Joint Committee will enter into force on 25 March.
