EU INVESTS €175 MILLION IN TEN-T RAIL MODERNISATION IN MONTENEGRO

This week, the European Union committed €175 million to the modernisation of the Bar–Golubovci railway line in Montenegro, a key section of Rail Route 4 of the extended TEN-T Core Network. The line plays a strategic role in connecting the Port of Bar on the Adriatic Sea with Serbia and onward to Central Europe.

The 39-kilometre Bar–Golubovci section will be upgraded to increase train speeds and improve reliability, safety and overall capacity. Once completed, the modernised line is expected to support the transport of up to 1.85 million tonnes of freight per year, strengthening rail connectivity between the Western Balkans and EU markets.

The total cost of the project is estimated at €230.8 million. Financing includes a €112.6 million grant from the European Commission under the Western Balkans Investment Framework, alongside loans from the European Investment Bank (€63 million) and the European Bank for Reconstruction and Development (€50 million), as well as a €5.2 million contribution from the Montenegrin government.

The investment forms part of the EU’s broader efforts to strengthen TEN-T connectivity, resilience and sustainability in the Western Balkans, while supporting economic development and closer integration with EU transport networks.
