EU - CANADA AEO MUTUAL RECOGNITION AGREEMENT ENTERS INTO FORCE
As of 1 August 2025, the EU - Canada Mutual Recognition Agreement (MRA) for Authorised Economic Operator (AEO) programmes has officially entered into force. The MRA, endorsed by the EU–Canada Joint Customs Cooperation Committee (JCCC), provides for the mutual recognition of the EU’s AEO programme and Canada’s Partners in Protection (PIP) initiative. By recognising each other’s trusted trader schemes, the EU and Canada aim to simplify customs processes, reinforce supply chain security, and foster trade resilience between the two economies.
Traders holding AEO or PIP status stand to gain from more efficient border procedures. Customs authorities in both regions will take account of this status when conducting risk assessments, which may result in fewer physical inspections and faster release of goods. These time and cost savings are particularly valuable against the backdrop of current geopolitical instability and ongoing trade disruptions.
The MRA also eliminates unnecessary duplication of security checks by allowing authorities to consider the trusted status of a trader’s business partners. Additionally, a daily automated exchange of data between EU and Canadian customs will ensure real-time updates on authorisations, suspensions or revocations, helping maintain the integrity of supply chains.
Importantly, the agreement includes a business continuity mechanism that can be activated in times of crisis—such as border closures or security threats—to enable priority customs clearance for authorised operators when trade resumes. Authorised traders will also benefit from enhanced global credibility. Being part of a recognised and secure supply chain increases their attractiveness as reliable business partners, offering an edge in competitive markets.
The MRA complements the existing Comprehensive Economic and Trade Agreement (CETA) and aligns with the World Customs Organization’s SAFE Framework, reinforcing the EU and Canada’s commitment to facilitating legitimate trade while maintaining robust security standards.
In the coming months, customs administrations in both jurisdictions will continue outreach efforts to raise awareness on the MRA. Traders are encouraged to ensure their documentation reflects their AEO or PIP status and to take full advantage of the opportunities the agreement offers.
