EP TRAN DRAFT REPORT ON EU URBAN MOBILITY FRAMEWORK

The European Parliament’s draft report on the new EU urban mobility framework prepared by Rapporteur Andrey Novakov (EPP, Bulgaria) has been published recently. The own-initiative report responds to the Commission communication on the EU urban mobility framework published on 14 December 2021.

In his draft report, the rapporteur calls, among others, for the following key policy measures:

  • Development of multimodal freight terminals and establishment of logistic platforms in urban areas connected to railways and inland waterways to reinforce connectivity between rural, peri-urban and urban areas
  • Integration of freight dimension into sustainable urban mobility plans to accelerate sustainable urban logistics plans and low-emissions solutions to city freight transport
  • Ensuring the availability of recharging and alternative fuels refuelling infrastructure and creating incentives for the uptake of zero and low-emission modes of transport.
  • Need of adequate, long-term financing in the form of public, private and European funding, including urban mobility financing beyond the 2021-2027 multiannual financial framework.
  • Development of a common European transport and mobility data space

The draft report will be discussed in the TRAN Committee on 26 September. The Committee is expected to adopt the draft report in February 2023.
