EP AND COUNCIL REACH AGREEMENT ON RIS DIRECTIVE
On 26 June, the Parliament and Council reached an agreement on the revision of the Directive on river information services (RIS), setting the rules for the EU inland waterways, including the exchange of information between authorities, inland water transport operators and skippers.
Negotiators agreed to limit the scope of the Directive to TEN-T inland waterways and ports that are part of a cross-border network, connecting at least two EU countries. The deal also establishes a single digital platform to improve efficiency in inland water transport operations and reduces requirements to share information not only with inland waterway transport users, but also with systems and applications of other modes of transport, to ensure for example harmonised ship reporting across the Union in maritime transport. The Parliament and Council also agreed to postpone the transposition deadline to three years after its entry into force, and the Commission will be tasked to review the Directive in five years to analyse the integration of IWT within the global logistics chains.
The agreed text needs to be formally approved by both institutions before its publication in the Official Journal of the EU
