ENVI COMMITTEE ADOPTS REPORT ON CO2 STANDARDS FOR CARS AND VANS

On 11 May, MEPs of the ENVI Committee adopted its report on the proposed rules to revise the Regulation on CO2 standards for new light-duty vehicles, by 46 votes in favour, 40 against and two abstentions. MEPs largely backed the Commission proposal on the emission reduction pathway for new cars and vans to reach zero-emission road mobility by 2035 but failed to raise the intermediary targets for 2027 and 2030.

The Rapporteur, Jan Huitema (Renew, the Netherlands) had proposed in its draft report to increase the emission reduction target for vans from 50% to 70% by 2030, with an intermediary target of 40% in 2027, but this was rejected by a majority of lawmakers. CLECAT, as a member of the European Clean Trucking Alliance (ECTA) welcomes the Parliament’s commitment to reach 100% zero-emission light-duty vehicles sales in 2035 but considers that the 50% CO2 reduction target for 2030 falls short of what is needed to deliver the necessary volume of electric vans needed for zero-emissions city logistics in the 2020s.

The report needs to be formally adopted by the Parliament in Plenary session in June and will constitute Parliament’s negotiating position with the Council on the final shape of the legislation. Member States are expected to adopt their position on the file during the Environment Council on 28 June.
