Norway is introducing a new digital customs system called Digitoll, which will transform how goods are processed at the Norwegian border. This system aims to make customs procedures faster, more efficient, and more secure by requiring all information to be submitted digitally before or upon border crossing.

Digitoll is a digital system that requires businesses to submit customs information electronically before goods enter or leave Norway. This includes details about the goods, their origin, and their destination. Norwegian Customs will use this information to assess risks and process goods more efficiently, reducing delays and improving accuracy. 

Digitoll applies to all businesses involved in importing or exporting goods to or from Norway, regardless of the transport mode, whether by road, sea, air, or rail. This means that if your business trades with Norway, you will need to adapt to these new digital requirements.

The implementation of Digitoll will occur in two phases. Phase 1, starting on 15 September 2026, will require digital compliance with reporting and information obligations. Phase 2, beginning on 1 March 2027, will mandate that declarations be submitted no later than at the border crossing, and the direct transport scheme will be discontinued.
