CLECAT ROAD LOGISTICS INSTITUTE MEETS
The CLECAT Road Logistics Institute convened on 17 October to discuss key developments impacting road transport and logistics at both national and EU levels. Members had an exchange on the ongoing revision of the Combined Transport Directive, acknowledging that the latest draft compromise proposal, presented by the Hungarian presidency, showed improvements in several areas, including a clearer definition of suitable terminals. However, concerns were raised regarding the significant flexibility granted to Member States in terms of support measures for combined transport. CLECAT will continue engaging with policymakers to ensure the Directive's revision includes clear and robust incentives to promote multimodality across Europe.
Members also discussed the allocation of portfolios to the Commissioners-designate and examined the Commission’s political guidelines. These will be key discussion points during the Commissioner hearings scheduled between 4 and 12 November. Members reiterated the importance of the future Transport Commissioner developing a coherent policy framework that aligns with EU economic priorities, addresses cross-border bottlenecks, and prioritizes environmental sustainability - core aspects of CLECAT’s strategic priorities for road transport.
Lastly, members received an update on the ongoing EU-funded study on Safe and Secure Truck Parking Areas (SSTPAs), in which CLECAT is actively involved. The study is evaluating the availability and adequacy of secure parking facilities for professional drivers across the EU. Members also took note of the opening of the 2024 CEF transport call, with €320 million allocated for safe and secure mobility, including the development and upgrade of SSTPAs. CLECAT welcomed the increased funding to develop this much-needed infrastructure, which will improve working conditions for truck drivers and reduce cargo theft.
