CLECAT POSITION PAPER ON EUROVIGNETTE ZEV TOLL EXEMPTION

CLECAT published this week a position paper calling for an extension of the possibility for Member States to exempt zero-emission heavy-duty vehicles (ZEVs) from road charges under the Eurovignette Directive. Currently, the Directive allows Member States to exempt ZEVs from road charges until the end of 2025. However, CLECAT argues that this exemption should be extended until 31 December 2030 to support the transition to zero-emission freight transport across the European Union.

The slow adoption of zero-emission vehicles in the road freight sector is attributed to significant operational and financial challenges. The lack of charging and refuelling infrastructure, high purchase costs, and limited financing options hinder the widespread use of these cleaner technologies. CLECAT emphasises that extending the toll exemption will provide crucial economic relief, allowing the market for zero-emission vehicles to grow and making them a more competitive choice for transport operators.

CLECAT proposes amending Article 7ga(1) of Directive 1999/62/EC to extend the deadline by 5 years, until 31 December 2030. This change would also align with the EU's climate goals and CO2 emission standards for heavy-duty vehicles, which aim to reduce emissions by 45% by 2030. By maintaining financial incentives, the EU can support both the supply and demand for zero-emission technologies, accelerating the shift towards decarbonized road freight.

This proposed amendment is seen as a targeted measure to address current barriers without prejudicing future reviews of the Eurovignette Directive, particularly in light of the upcoming introduction of ETS 2 for road transport in 2027. CLECAT underscores the need for a holistic approach that combines regulatory and economic measures to achieve a sustainable and economically viable transition to zero-emission freight transport.
