CLECAT MILITARY MOBILITY WORKING GROUP MEETS

On 20 March, CLECAT’s Military Mobility Working Group convened to exchange views on the latest developments regarding the proposed European Military Mobility Regulation.

Members were briefed on the draft report of the European Parliament prepared under the joint TRAN–SEDE procedure by rapporteurs Michał Szczerba MEP (EPP, PL) and Roberts Zīle MEP (ECR, LV). The Working Group welcomed elements of the draft report, notably Amendment 43, which reflects concerns raised by the logistics sector regarding the role of civilian operators. The amendment clarifies that military transport carried out by civilian operators on behalf of the armed forces should be treated in the same manner as transport undertaken directly by the military, particularly with regard to exemptions and derogations.

However, the draft report does not sufficiently address key issues related to transit goods, lacking clarity on the treatment of movements carried out by civilian logistics operators involving goods subject to export controls or listed under the EU Common Military List. While governance and coordination mechanisms are reinforced, including closer cooperation with NATO, members noted that the structured involvement of the transport and logistics sector remains limited.

The draft report is scheduled to be presented in the Transport and Tourism Committee on 8 April, followed by a short deadline for amendments on 9 April. A joint committee vote is expected in June, with a plenary vote foreseen in July 2026.
