CLECAT JOINS DTLF MEETING ON EFTI-DA's

CLECAT attended this week the meeting of the Digital Transport and Logistics Forum’s (DTLF) Subgroup 3 on Electronic Freight Transport Information (eFTI) Delegated Acts. The eFTI Regulation establishes the legal framework for electronic information exchanges between the economic operators and the Member States authorities on the movement of cargo in the European Union. The information concerned is that required by the EU and national legislation to prove compliance with EU and national rules on the movement of goods by rail, road, inland waterways and air. The Regulation will constitute a big step forward in the digital transformation of freight transport in Europe.

At the meeting the Commission presented to Member States, experts and observer members progress made on the draft of the Delegated act text regarding Article 2(2) on national legislation under the scope of the eFTI Regulation and on Article 7 on eFTI common data set and eFTI data subsets. During the meeting Member States experts were given the opportunity to ask questions and get clarification from Commission on how certain provision were going to be applied, including information requirements that constitutes prior notification for purposes of obtaining authorisation prior to transport or national provision concerning the transport of waste.

Overall, the work in the DTLF is progressing well, with significant work done on creating the eFTI data requirements, as well as on the functional and technical aspects of the eFTI Regulation. There is however some delay and the Commission announced a new timeline for the adoption of the Delegated Acts, informing members that they will be published for feedback to stakeholders in April/May 2023, follow by their formal adoption in July.
