CLECAT CUSTOMS INSTITUTE MEETS WITH UK HMRC

On 27 September, the CLECAT Customs and Indirect Taxation Institute (CITI) met to discuss relevant ongoing developments in post-Brexit EU-UK trade and transport, ongoing review of the Union Customs Code (UCC) and EU customs policy, and international trade. The CITI meeting held a special Brexit session, with members of the CLECAT Road Institute and guest speakers from the UK HMRC, which focused on practicalities of post-Brexit UK border processes for customs controls.

During the special Brexit session, the representatives of the HMRC presented important aspects of the revised roll-out of UK controls on EU imports, as planned on 1 October 2021, 1 January 2022 and 1 July 2022. The UK HMRC focused particularly on the functioning of the Goods Vehicle Movement Service (GVMS), Inland Border Facilities and related requirements, and Safety & Security declarations. The session held fruitful discussions on practical details about upcoming UK customs formalities and controls, operational and IT aspects, and related responsibilities of supply chain stakeholders.

The CITI meeting also discussed CLECAT’s key messages and priorities for the future of the UCC and EU customs policy, as part of the ongoing evaluation of the implementation of the UCC legal and IT framework. Additionally, the CITI meeting also discussed latest developments concerning EU customs import and export formalities, value-added tax (VAT) and implementation of the new e-commerce rules.
