CALL ON EC TO TRACK PROGRESS ON IMPLEMENTATION MP1

On 21 February, nine MEPs from the TRAN Committee sent an open letter to the European Commission with the request to report without further delay on the current status of the transposition of the new rules of the first Mobility Package. MEPs welcomed the Commission guidelines on the new road transport rules for member states and operators, but expressed disappointment on the fact that a large number of Member States are not yet in a position to correctly transpose the Directive 2020/1057 on posting of drivers. They also considered that these governments do not have the means – and in some cases the political will - to enforce the already applicable legal provisions such as driving and resting times.

Therefore, the MEPs asked for a ‘state of play’ on the transposition of the Mobility Package across EU Member States before the end of March, as well as on its planned actions and measures to address any delays. Member States are also encouraged to adopt concrete plans on strengthening enforcement to ensure that the new rules support a level-playing field within the EU road transport sector.

CLECAT has recently written to DG MOVE with the request to provide transparency on the implementation of the new provisions on social and market access for road haulage and to provide information on specific national rules and sanctions in a clear and easily accessible manner. As the new rules on access to market entered into force on 21 February, CLECAT has also called on the Commission to publish the guidance on the new rules on cabotage as soon as possible.
