93 NON-EU COUNTRIES TO APPLY CORSIA FOR 2024 EMISSIONS
On 12 November, the EU’s Official Journal published a list of 93 non-EU countries that will implement the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA), starting with emissions from 2024. These countries have committed to apply CORSIA with a baseline set at 85% of 2019 emissions for each year from 2024 onward.
The
list includes countries such as Australia, Mexico, Japan, and Turkey, while countries
like China, Russia, Brazil are absent. EU Member States will calculate carbon
offset requirements for flights to and from countries on the list, whereas
intra-EU flights will remain subject to the EU Emissions Trading System (ETS).
To support CORSIA’s implementation, the EU has temporarily limited ETS coverage to flights within the EEA, with this limitation extended until 2027. By mid-2026, the European Commission will evaluate the need for additional actions for flights to and from Europe. Depending on this assessment, a legislative proposal could extend ETS coverage to outbound flights or maintain the current scope if global participation in CORSIA strengthens.
CORSIA is a global initiative by the
International Civil Aviation Organization (ICAO) aimed at addressing greenhouse
gas emissions from international aviation. Its goal is to achieve
carbon-neutral growth from 2020 onward by requiring airlines to offset emissions
that exceed 85% of their 2019 levels. It complements, rather than replaces,
regional measures like the EU Emissions Trading System (ETS).
