EU COMMISSION RELEASES NEW ANTI-DUMPING COMPLAINT GUIDE FOR PRODUCERS

In an effort to support EU producers facing the challenges of dumped imports, the European Commission has published an updated guide titled 'How to Make an Anti-Dumping Complaint'. This comprehensive guide aims to assist EU producers adversely affected by unfair trading practices, specifically dumping, in preparing a complaint to initiate an anti-dumping investigation. The objective is to restore fairness and a level playing field within the EU market.

The European Union, advocating for open markets and the principles of free trade, recognizes the necessity of fair trade practices for the economic growth and welfare of its member states. However, instances of dumping—where products are imported at a price lower than their normal value—pose a significant threat to EU producers. This unfair competition can lead to reduced sales and force producers to lower their prices, thereby harming the EU industry.

To address these challenges, the guide provides detailed instructions on how to lodge an anti-dumping complaint, including the evidence required to demonstrate dumping and its injurious effects on EU industries. An investigation by the Commission, triggered by a well-founded complaint, could lead to the imposition of anti-dumping duties, ensuring protection for EU producers and the maintenance of fair competition within the Union market.

Recognizing that small and medium-sized enterprises (SMEs) may find it particularly difficult to navigate the complexities of anti-dumping complaints due to limited resources, the guide is designed to be accessible and informative. It is available in all European Union languages and includes a structured format for complaints, links to essential information sources, forms for data submission, and step-by-step guidance for necessary calculations. Additionally, the guide offers advice on preparing expiry review requests to uphold existing anti-dumping measures.
