CLECAT ROAD LOGISTICS INSTITUTE MEETS

The CLECAT Road Logistics Institute met on 5 February to exchange views on developments affecting road transport and logistics at national and EU level, including the revision of the Weights and Dimensions Directive, CO2 standards for trucks and the Driving License Directive.

Members received an update on the legislative proceedings on the revision of the Weights & Dimensions Directive, for which the TRAN committee is expected to adopt its report next week. Members reiterated the need to maximise the efficiency of road transport operations by authorising cross-border operations with EMS vehicles, and in general allow the use of longer/heavier vehicles between countries already allowing their circulation on their territory. Members were also briefed on the recent deal reached between the Parliament and Council on the revision on CO2 standards for heavy-duty vehicles, which still need to be endorsed by the Council and Parliament in the coming weeks.

The institute exchanged on the proceedings related to the revision of the Driving License Directive, for which both the Council’s general approach and the TRAN report fully aligns with the CLECAT position as a possible solution to alleviate the shortage of drivers. The Parliaments still need to formalise its position through a vote in Plenary this month.

Finally, members took note of the trilogue agreement on the TEN-T Regulation, which mandates Member States to deploy Safe and Secure Truck Parking Areas within an average maximum distance of 150 km on the core and the extended core network. This provision was welcomed by CLECAT which will continue its work to develop this much-needed type of infrastructure offering better working conditions for trucks drivers and limit cargo theft.
