CLECAT FEEDBACK ON NON-EU TRANSHIPMENT PORTS IN DRAFT IR ETS MARITIME

On 18 September, CLECAT submitted its feedback to the Commission on the draft Implementing Regulation identifying neighbouring container transhipment ports. According to the recently revised ETS Directive and more specifically the inclusion of maritime emissions into the EU ETS, the Commission has been tasked to draw up a list of non-EU ports close to EU ports and mostly used for transhipments which would be excluded from the definition of port of call.

On 16 November, CLECAT and ESC will host the Logistics for Europe 2023 event, entitled ‘’Partnering Compliance and Competitiveness in the EU - Is it Possible?’’. The event aims to facilitate a constructive dialogue among industry representatives from freight forwarding, customs agents, shippers, and European policymakers to address the challenges faced by the European industry.

TRAN ADOPTS OPINION ON CO2 STANDARDS FOR HDV

The EP’s Transport and Tourism Committee (TRAN) adopted its opinion on the Commission proposal revising the CO2 standards for new heavy-duty vehicles on 19 September. MEPs suggested substantial changes to the proposal regarding its scope, the ambition of the targets as well as incentive mechanisms.

SMART FREIGHT CENTRE PUBLISHES GLEC FRAMEWORK 3.0

This week, the Smart Freight Centre unveiled the version 3.0 of the Global Logistics Emissions Council (GLEC) Framework, an updated method to calculate the carbon footprint of the global logistics supply chain, in full alignment with the new ISO 14083 standard.

On 10 October, the European Logistics Platform (ELP) organises an event on the EU CountEmissionsEU initiative which is part of the Commission’s Greening Freight Package. The event entitled ‘CountEmissionsEU: Why transport needs more transparency in GHG reporting?’ will be hosted by MEP Caroline Nagtegaal (Renew, the Netherlands).

EP PUBLISHES DRAFT REPORT ON EUROPEAN PORT STRATEGY

On 20 September, the Transport and Tourism Committee of the European Parliament released its own-initiative draft report on the development of a comprehensive Port Strategy at the EU level, focusing on foreign investments in European ports, especially from China.

EP COMMITTEES EXCHANGE VIEWS WITH SPANISH PRESIDENCY

Earlier this week, the Spanish Presidency of the Council presented its priorities to the European Parliament. Ms Raquel Sánchez, the acting Minister for Transport, Mobility, and Urban Affairs held an exchange of views with the Transport and Tourism Committee (TRAN). Mr Pascual Navarro, Secretary of State for European Affairs, presented them to the Internal Market and Consumer Protection Committee (IMCO).
