COUNCIL REACHES GENERAL APPROACH ON W&D DIRECTIVE

Last week, Member States’ Permanent Representatives agreed on a general approach for the revision of the Weights & Dimensions Directive, set to be formally adopted during the upcoming Transport Council on 4 December.

TRAN-SEDE ADOPTS OWN-INITIATIVE REPORT ON MILITARY MOBILITY

On 24 November, the Parliament’s Committees on Transport (TRAN) and Security and Defence (SEDE) adopted an own-initiative report on military mobility, calling for a more integrated and efficient approach to the movement of military assets across the EU.

CLECAT AND SMART FREIGHT CENTRE WEBINAR ON IATA CO2 CONNECT FOR CARGO

On 25 November, CLECAT and Smart Freight Centre (SFC) organised a webinar on IATA CO2 Connect for Cargo, a tool developed to enhance CO2 data transparency across the air cargo sector. The initiative aims to provide reliable, flight-level operational emissions data and strengthen the credibility of decarbonisation efforts in aviation.

CLECAT PARTICIPATES IN 72ND TRADE CONTACT GROUP PLENARY

CLECAT took part in the 72nd plenary meeting of the Trade Contact Group (TCG) on 19 November, where the Commission and trade representatives reviewed several core files shaping the near-term customs landscape.

CLECAT ATTENDS ECCG

CLECAT took part in the 106th meeting of the Electronic Customs Coordination Group (ECCG), held jointly with the Trade Contact Group in Brussels on 27-28 November. The meeting gathered Member States, the Commission and trade representatives to review progress on major EU customs digitalisation projects and discuss upcoming deadlines.

SPAIN INTRODUCES MANDATORY DIGITAL FREIGHT DOCUMENTS

Earlier this month, Spain has adopted the Sustainable Mobility Law, becoming the first EU Member State to require the use of digital freight documents for transport controls. Under the new framework, electronic control documents for national transport operations will become mandatory 10 months after the law is published in the Spanish Official State Gazette.

SURVEY ON DIGITALISATION OF COMBINED TRANSPORT

A sector-wide survey has been launched in the context of the CEF-funded BRIDGE project, which aims to support the development of a future digital ecosystem for combined transport. The project seeks to streamline data-sharing processes across the intermodal freight sector by harmonising and standardising both physical and digital procedures among all actors involved in door-to-door combined transport operations.

PORT CONGESTION AND BELGIAN STRIKE EXACERBATE GLOBAL SUPPLY CHAIN PRESSURES

Earlier this week, the Loadstar reported that major global ports, including Antwerp and Rotterdam, continue to face extended wait times, with the latest three-day Belgian strike from 24 to 26 November further disrupting operations and threatening to block vessel movements.

COMMISSION PROPOSES TARGETED ADJUSTMENTS TO ETS2 MARKET STABILITY RESERVE

On 27 November, the Commission proposed targeted adjustments to the Market Stability Reserve (MSR) for the EU Emissions Trading System covering buildings and road transport (ETS2). These changes aim to improve market liquidity and reduce price volatility as the ETS2 prepares for full operation. The proposal follows recent agreements by the Council and European Parliament to postpone the start of ETS2 by one year to 2028.

EU-UKRAINE INVESTMENT CONFERENCE BOOSTS PRIVATE SECTOR ENGAGEMENT AND TRANSPORT CONNECTIVITY

On 13 November, the European Commission convened the EU-Ukraine Investment Conference in Warsaw, bringing together over 5,000 participants from the Ukrainian and international business communities, government institutions, financial organisations, and international partners. The conference marked a key step in the EU’s strategic engagement with the private sector to support Ukraine’s long-term resilience and reconstruction.
