CLECAT CALLS FOR RETHINK OF ZEV TARGETS CORPORATE FLEETS

CLECAT has warned against the introduction of binding zero-emission vehicle targets for corporate fleets of trucks and vans: They could prove counterproductive, risking higher emissions as operators delay fleet renewal due to inflated costs and supply shortages.

EP AND COUNCIL MOVE TOWARDS ADOPTION OF EUROVIGNETTE AMENDMENT

On 9 September, the European Parliament formally approved the urgent procedure for the targeted amendment to the Eurovignette Directive, extending the option for Member States to exempt zero-emission trucks from road charges until June 2031.

Recent debates in Antwerp and Rotterdam illustrate both the pressures on daily operations and the diverging views on whether enough is being done to tackle the problem.

UNCTAD GLOBAL TRADE UPDATE: TRADE POLICY UNCERTAINTY LOOMS OVER GLOBAL MARKETS

As trade flows become increasingly unstable, UNCTAD has highlighted policy uncertainty, rather than tariffs, as the deeper disruptor to global trade. In its Global Trade Update of September 2025, the organisation warns that systemic unpredictability is emerging as a structural threat, eroding trust between partners and destabilising global markets.

EP ADOPTS POSITION ON END-OF-LIFE VEHICLE REGULATION

On 9 September, the European Parliament adopted its position on the proposed Regulation concerning circularity requirements for vehicle design and the management of end-of-life vehicles (ELVs). The proposal, for which the Council had already adopted its position at the end of June, aims to ensure that new vehicles are designed to facilitate reuse, recycling, and recovery.

SWITZERLAND TO RAISE TRUCK TOLL TO FUND RAIL FREIGHT INVESTMENTS

Switzerland will significantly increase its truck toll from 1 January 2027, a measure expected to generate an additional 68 million Swiss francs annually, two thirds of which would be earmarked for rail infrastructure investments.

UKRAINE OPENS FIRST EU STANDARD-GAUGE RAILWAY LINE

On 5 September, Ukraine inaugurated its first railway line built on the European standard track gauge of 1,435 mm, marking a significant step in integrating the country’s transport network with the EU.

PARLIAMENT ADOPTS CBAM SIMPLIFICATION PACKAGE

As part of the first round of so-called Omnibus package, the European Parliament has adopted the Commission’s proposal for simplifications to the EU Carbon Border Adjustment Mechanism (CBAM) regulation this week.
