PARLIAMENT ADOPTS POSITION ON DRIVING LICENCE DIRECTIVE

The Parliament adopted today in Plenary session its position on the revision of the Directive on Driving Licences. Among other measures, the text should help to alleviate the shortage of professional drivers.

MEPs broadly retained the provisions proposed by the Commission as well as in the TRAN report adopted in December regarding the introduction of digital driving licences and the possibility for B-licence holders to drive alternatively-fuelled vehicles up to 4.25 tonnes two years after obtaining their driving licence. MEPs also maintained the possibility for young truck drivers to start driving from 18 years old provided that they hold a certificate of professional competence. If they do not, the age limit is raised to 21. In addition, they confirm that 17-year-olds could also be eligible for a driving licence for trucks if accompanied by an experienced driver. Finally, the text provides a harmonised framework for the recognition of third-country driving licences and well as third country certificates of professional competence.

With this vote, the Parliament concluded its first reading. The file will be followed up by the new Parliament after the elections to negotiate with the Council which adopted its general approach in December. CLECAT welcomes the Parliament’s position, as the measures mentioned above will help set the conditions to reduce the shortage of truck drivers which grows even further each year.
