OPEN CONSULTATION ON THE CLEVER PROJECT’S EMISSION FACTOR CALCULATION METHODOLOGY
In parallel to the legislative process, the EU-funded CLEVER Project is playing an increasingly important role in supporting the practical implementation of CountEmissionsEU. The project is developing a transparent, harmonised and scientifically robust methodology for calculating greenhouse gas (GHG) emission factors for energy carriers used in transport and logistics. This work directly underpins the objectives of the new Regulation by enabling consistent emissions accounting across modes and aligning with international standards such as ISO 14083:2023. As such, CLEVER provides a key technical foundation for ensuring that the common EU methodology can be applied in a credible and operationally feasible manner across the logistics sector.
As part of this work, a public consultation has been launched on Deliverable 3.2, which sets out the full CLEVER methodology. The document builds on earlier work on scope and system boundaries and provides detailed guidance for calculating emission factors across different energy carrier pathways and transport applications. Stakeholders from across industry, research and policymaking are invited to provide input, with a view to validating and refining the methodology so that it reflects real-world transport operations and supports effective implementation of the new EU framework.Top of Form
