NEXT MILITARY MOBILITY TRILOGUE PROVISIONALLY SCHEDULED FOR 20 OCTOBER 2026

The European Parliament and the Council are provisionally expected to hold the second trilogue on the proposed Military Mobility Regulation on 20 October 2026. The negotiations began with an inaugural trilogue on 16 July 2026.

The institutions held their first technical meetings on 01 and 03 September 2026, with around 15 technical sessions reportedly scheduled. The date of the next trilogue could still be postponed if these discussions do not produce sufficient progress.

According to Parliament co-rapporteur MichaƂ Szczerba (EPP, Poland), the negotiations are currently progressing smoothly. The initial discussions have focused on procedures for authorising military transport operations and ensuring interoperability with NATO. The Regulation is intended to remove remaining obstacles to moving military personnel and equipment efficiently across the EU.

More difficult negotiations are expected on financial compensation and the proposed solidarity pool of transport assets. These questions are particularly relevant for commercial transport and logistics operators whose vehicles, infrastructure or services could be called upon for military movements, while civilian traffic may also be affected. Despite these challenges, the co-rapporteur remains optimistic that the institutions can complete the negotiations by the end of 2026.
