EC PUBLISHES TARGETED AMENDMENT TO CO2 STANDARDS FOR CARS AND VANS
On 1st April, the Commission proposed a targeted amendment to the Regulation setting CO2 emission performance standards for new cars and vans. The proposal, as part of the Commission's Industrial Action Plan for the European automotive sector, introduces a flexibility measure for manufacturers to comply with the 2025 CO2 targets.
The Commission proposes that between 2025 and 2027, manufacturers can balance emissions from new cars and vans over a three-year period rather than annually. By averaging performance over three years, manufacturers can offset excessive annual emissions by outperforming targets in subsequent years. Manufacturers can also enter into pooling agreements with other manufacturers in order to comply with the emission reductions targets. This approach is intended to safeguard the industry's investment capacity in the clean transition and keep it on track for future emissions reductions.
The proposal will be now put for discussion at the European Parliament and the Council. The Commission urges co-legislators to swiftly agree on the amendment to provide predictability and certainty for the automotive industry and investors.
