TRAN ADOPTS OPINION ON CO2 STANDARDS FOR HDV
The EP’s Transport and Tourism Committee (TRAN) adopted its opinion on the Commission proposal revising the CO2 standards for new heavy-duty vehicles on 19 September. MEPs suggested substantial changes to the proposal regarding its scope, the ambition of the targets as well as incentive mechanisms.

CLECAT FEEDBACK ON NON-EU TRANSHIPMENT PORTS IN DRAFT IR ETS MARITIME
On 18 September, CLECAT submitted its feedback to the Commission on the draft Implementing Regulation identifying neighbouring container transhipment ports. According to the recently revised ETS Directive and more specifically the inclusion of maritime emissions into the EU ETS, the Commission has been tasked to draw up a list of non-EU ports close to EU ports and mostly used for transhipments which would be excluded from the definition of port of call.

EC UNVEILS NEW FRAMEWORK FOR AIR TRAFFIC MANAGEMENT INTEROPERABILITY
On 15 September, the European Commission has introduced a new regulatory framework aimed at enhancing the interoperability of systems and components essential for air traffic management (ATM) and air navigation services (ANS). This comprehensive framework comprises five regulations and is designed to achieve several objectives.

EP APPROVES REFUEL EU AVIATION TRILOGUE AGREEMENT IN PLENARY
On 13 September, the European Parliament in plenary approved the trilogue agreement on the RefuelEU Aviation Initiative with a large majority. The agreement, reached in April, is a significant step towards achieving the EU's climate targets and providing clarity to stakeholders on the future of sustainable aviation fuels (SAF).

EC ALLOCATES €352 MILLION TO FUND LOW AND ZERO-EMISSION TRANSPORT PROJECTS
On 11 September, the European Commission approved a total financial support of € 352 million for 26 infrastructure initiatives, with the aim to establish an environmentally sustainable transportation network. These projects were selected under the Connecting Europe Facility (CEF) and play a crucial role in aligning with the ambitious goals outlined in the EU Green Deal.

ITF REPORT ON THE DECARBONISATION OF COASTAL SHIPPING
The International Transport Forum (ITF) published this week a report on the challenges currently faced by coastal shipping (maritime transport that takes place between ports on the same continent) and suggests actions to policymakers to address them. The report is the result of a roundtable of experts on coastal shipping and combined transport which took place in October 2022.

On 10 October, the European Logistics Platform (ELP) organises an event on the EU CountEmissionsEU initiative which is part of the Commission’s Greening Freight Package. The event entitled ‘CountEmissionsEU: Why transport needs more transparency in GHG reporting?’ will be hosted by MEP Caroline Nagtegaal (Renew, the Netherlands).
